Summary: 

Under direct supervision of the Logistics Supervisor, the Property Administrator is responsible for the overall implementation and daily operations of the JTECH 2 Annex 2 property control system. The Property Administrator requires extensive working knowledge of the FAR and Air Force Logistics Management procedures, as well as material handling and inventory control procedures.  

Essential Duties & Responsibilities: 

Manage Logistics' Contractor Self Assessment program (required by FAR). Schedule, perform, analyze, report, provide training, delegate and oversee inspection by other personnel.

Address assigned Quality Assurance findings in SQSIS. Research and resolve all logistics discrepancies assigned by supervisor. Ensure all findings are addressed and closed on time

Create and maintain standardized location and system information in MAXIMO.

Evaluate functionality, accuracy & availability of reports in MAXIMO.

Create adhoc reports to accommodate needs not met in existing MAXIMO.

Identify and address major MAXIMO issues in Logistics and Property applications. Create tickets to resolve Logistics issues.

Oversee Logistics Livelink document system. Ensure all mandatory and pertinent documents are filed and located correctly in Livelink. Ensure all supporting documents are correctly filed to support Maximo actions.

Represent Annex 2 as a participant in reoccurring MUG, JIRA Ticket and MAXIMO IT teleconferences; as well as Enterprise Logistics and Maintenance Management Group.

Coordinates with Logistics personnel at geographically separated locations on property management issues. Make a minimum of four Northern Range oversight trips per year.

Oversee and maintain all property records in the Logistic database to ensure compliance with all Federal, DOD and Air Force regulations and directives, and contract requirements affecting property management.

Oversees the Tool Control Program. Ensures all tools are properly identified, inventoried, and controlled in support of the JTECH contract.

Schedules, assigns, and conducts physical material and equipment inventories and utilization.  Researches and/or resolves inventory and utilization discrepancies. Maintains integrity of historical databases to document contractor control and management of Air Force property. Reports inventory results to management and Government Property Administrator annually.

Oversee the RFID Property Management System.  Ensure RFID system is operational and being utilized for inventory and asset tracking.  Identify and address major RFID issues and suggest system improvement and design.  Continue to be the lead expert of all Logistics automated system to include Maximo, Mobile Computing System, Tool Control application, NControl application, barcode and RFID technology.

Oversee the Loss, Theft, Destroyed, and Damaged (LTDD) program.  Process workflows, keep historical data, and provide trends and analysis to management.  Reports to management any unusual increase of LTDDs and provide solutions. 

Effectively document and approve all items added, transferred, or removed from the JTECH contract. Coordinate with customers, GPA, and Contracting Officer in adding, removing, or transferring assets within the contract.  Ensures all authorizations and documentations are met and on file. 

Maintains inventory accountability of all Government Furnished Equipment (GFE), Government Furnished Material (GFM) and Automated Data Processing Equipment (ADPE) assigned in support of the JTECH contract for Annex 2 operations.

Acts as logistics liaison for high priority special projects. Provide monthly status to Annex 2 Logistics Supervisor on all assigned areas (including but not limited to - CSA inspections, tool program, special projects)

Ensures property control procedures reflect current processes. Submits changes to the Logistics Manager for review.

Provide training, leadership and direction for assigned personnel to accomplish Logistics functions. Provide Logistics support and direction in accordance with the Federal Acquisition Regulation (FAR) Part 45, subpart 45.5 and the JTECH Contract Property Management Plan.

Ensures all excess Government-owned assets are properly identified, controlled, and processed in accordance with FAR, and Air Force regulations.

Other Related Duties: 

Prepares property for shipment and ensures the most efficient mode of shipment is used.

Prepares management reports as required.

Prepares purchase requests in support of property management.

Interfaces with the customer, with minimal supervision, to define and report equipment status to the Government Property Administrator.

Performs all other duties as assigned..

Qualifications: 

Education: High School graduate or equivalency.  

Experience: At least 10 years of related experience. 

Knowledge, Skills, and Abilities Required for this Position: 

Experience in Air Force Logistics Management procedures.

Familiar with FAR property clauses.

Proficient in Microsoft Office Suite applications (Outlook, Word, Excel, Powerpoint)

Ability to effectively communicate both orally and in writing.

Ability to travel as required.

Ability to maintain accurate documentation.

Ability to operate computer terminals to input and retrieve data accurately into database programs and spreadsheets.

Ability to operate numerous material handling equipment including forklifts, pallet jacks, lifts, and other automated and non-automated equipment.

Ability to perform physical tasks necessary to normal supply operations which may include moderate lifting and moderate carrying not to exceed 37lbs 5 ft above the floor, 44lbs 3 ft above the floor, or 42 lbs when carrying an object 33 feet or less. 

Licenses or Certifications:                                                            

 Must possess a valid Nevada Driver's License.

Must be able to obtain a U.S. Government Operator's identification, if required, for operation of light and general purpose vehicles.

CPPA or CPPM certification from NPMA Certified Professional Property.

Must be able obtain and maintain a Secret clearance
